There should absolutely be regulations with regard to collecting a decedent's debt. All debts of a deceased person ought to be discharged anyway, because that person, being dead, has severed the obligation to repay. No one should be responsible for another person's debts, living or dead. And if we are talking about moral obligation, Third Party debt collectors ought be required to disclose the amount they paid on a charged off debt, because that amount is the only amount a debtor should be morally obligated to pay IF that debt is found to be valid. Third Party debt collection is nothing, if not legally sanctioned extortion and ought to be outlawed.
