Third party billing should not be permited unless the consumer requests it in writing. Implimenting this ASAP would save millions in scamming until the matter can be sorted out in more detail. I don't want 3 parties using my phone bill without permission and I certainly don't want the phone company passing them on to me and expecting payment.
