Are telemarketers so stupid that they will not be able to comply with the more restrictive of two rules that are not inconsistent? If so, the companies behind them should not be in business anyway. Just today, I had four annoying recorded messages on my phone - enough to make a consumer wish to avoid a business relationship with all entities.
