This legislation is far too broad. I use several services that place automated calls to me such as prescription reminders, stock market notifications, and equipment monitoring alerts (e.g. an automated call is placed to me if one of the computers I manage goes down). These are all legitimate services that I value, some of which might be considered acts of solicitation by this ruling and therefore banned.
