After reading the proposed changes, I must agree that it is too constraining for several reasons. First off, there are several notification systems out there that are not spam, and are used to notify in near real time circumstances relating to business or personal scheduling and or alert notifications. Which brings me to the second point, I work in the emergency response industry, and there is heavy efforts towards mass notification "outbound IVR via TTS" to notify people to such things as emergency notifications of natural or man-made disasters and other outbound emergency messages. I hope that the proposed changes include allowing these types of things to occur, otherwise it will put us in the dark ages at a time when we cannot afford it.
