surely there must be an exemption to the TSR for automobile dealerships. dealerships (by franshise agreement) must contact contact customers to inform them the vehicle is due for service. under the new rule this is an illegal call even though the EBR should protect it. dealerships have life-long relationships with customers. whomever made the TSR was not thinking very clearly. you are either paid off by the live-body telemarketing industry or you have completely over-reacted to what was required. you just needed to enforce the EBR rule. banning all robocalls is like banning sales of guns or alcohol. just because some people break the rules by drinking and driving or going postal somewhere does not mean you need to invoke prohibition.
