As a consumer, I don't mind receiving calls from businesses that I have a relationship with. In fact, I can think of several cases where I find this very useful, such as notification from my airline when there's a schedule change to my flight. As long as the prohibition on the use of pre-recorded messages for 'cold calling' remains in place, I think it's okay to allow businesses that I do business with to call me with pre-recorded messages.
