This would place undue burden on every consumer. It would also increase pressure on consumers to abandon land-line telephones, as cellular services do not receive these calls. Unlike direct-marketing postal junk, there is an incremental load in each additional telephone call. Junk mail can be handled in bulk on a daily basis; telephone calls cannot. Furthermore, the entire point of the "do not call" registry is to not get called; this rule runs completely counter to the intent.
