Regarding the proposed changes of rule, as an owner of a telephone, it is more than annoying to constantly receive calls from telemarketers, who supposedly have a business relationship with me. As a governmental agency, again supposedly out to protect the rights of all of us, if you can require the need for a number on these automated calls to "speak to a human," or to "return a toll-free number to call to get removed," why can't you just as easily require a number to "generate an automatic request to be removed from the caller's list?" Would this not protect our desires to some peace and quite without the constant intrusion of these companies? Thank you. John Heard
