I recently moved and established new phone service. The person who had the number prior to us apparently was a deadbeat and owes everyone and his brother. We continually get phone calls from these companies and many use prerecorded messages saying to call some number to talk about something important. They are extremely impersonal and allow no way for you to tell them they have the wrong number. I'd change my number, but I wouldn't be changing anything if the next guy had been a deadbeat too. Do Not Call lists should apply to all telemarketers and such regardless if they are prerecorded or live people. Additionally, most use "number block" or "Private caller," so if they're so concerned about following the guidelines in place, why do they hide who they are?
