If the technology exists to call with a recording and ensure that no more than 3 percent of calls are abandoned, then surely the technology exists to ensure that the recipent automatically "opts out" of the caller's list, if they hang up before the message concludes. I am opposed to the change in the safe harbor provision, unless it provides consumers with additional protection from telemarketers.
