The issue of telemarketing automation is absurd. The whole point of the 'no call' list is to preserve privacy from unwanted calls. This should include calls made by any form of delivery. I would rather see a list that denies calls from any company unless that company has permission from the customer to contact them via phone. This should include political parties and charitble groups as well. They are as much a problem as commercial companies.
