I put myself on the do not call list to keep unsolicited calls coming to my home every night. I work from my home and it interrupts my work. If I do not initiate any contact from a company, I do not wish to be harrassed by them. That is what I consider it, Harrassment. I work for a company that surveys current customers from car dealerships that have had their vehicle serviced there. I would never consider calling any of them out of the blue to try to sell something. I cannot believe that you are considering letting companies even send pre-recorded messages. We are bombarded enough by commercials on tv and radio and newspapers and magazines. We should not have to be subjected to this torture on the phone. This is the reason people are on the do not call list. You will be failing them if you allow this to happen. I will be tempted to turn off my phone if this happens.
