I bought my phone for my use only and to receive calls from friends and relatives, not for unsolicited sales people or from organizations I never heard of. The solicitor does not except my "I'm not interested" answer, and then I have to get rude. I should have the right to control unsolicited calls, and how my phone is used. Please do not open the floodgate for pre-recorded message. I do understand there are cases where organizations, such as fire , rescue, etc. need to solicite over the phone, and I accept this. Please do not change the rules for the Do Not Call list.
