Please don't weaken the Telemarketing Sales Rules. Consider this: how much junk mail do you get every day from businesses with whom you have a so-called "established business relationship"? I receive 2 to 5 pieces of such junk a day, even after asking some of these businesses to cease and desist. The same thing will happen on the phone lines if you let it: businesses will begin automated calling again, interpreting "established business relationship" in as broad a way as humanly possible. The recent limitations on telemarketing have been a great boon for consumers... don't fail your citizens now.
