If prerecorded calls are allowed to increase, the quantity of calls will no doubt increase. I currently receive enough telemarketing calls as it is. Is it really in everyone's interest to enable a few companies to further their reach? I think not. Ask anyone that answers your main line phones where you work if they would tolerate more telemarketing calls(especially prerecorded), I can guarentee their response. Of the pre-recorded calls I recieve (which I believe are illegal in my state) rarely is a company name or number mentioned in their 59 second sales pitch. These calls are shady at best. Please do not allow these companies a chance to further irritate people who work "the front lines" by letting them increase their calls.
