The consumer has the right to have a phone without being harrased by tele-marketers eith live or recorded. For those of us who are handicaped and the simple act of answering a phone is a major challenge the proposed change is a travesity. The established business relationship will most certainly be abused. We all do business with certain firms such as electric, gas, telephone, etc companys as do the telemarketers. Are they now part of the established business relationships - we both do business with the same companys. Keep the do not call list intact as it is today.
