I strongly oppose the proposed rule changes regarding the DNCR. Allowing automated calls to private homes is much worse than permitting live telemarketer calls, since the automated call costs the telemarketer next to nothing. Because the cost is so low, the temptation will be to flood private individuals with these junk calls. This proposal completely defeats the spirit and intent of the DNCR. Moreover, the utter intrusiveness of such calls would tend to defeat their purpose from a marketing stand point. As a consequence, not only are the proposed changes extraordinarily invasive of private individuals, they make no sense for marketers either. I adamantly urge you to reject these changes.
