ABSOLUTELY NOT!! It is the interruption these unwanted phone calls cause---not whether the caller is human or a recording---that triggered the demand for a Do Not Call List in the first place. I have been registered on this list since its inception and found it did cut down (almost immediately) on the 8-12 nuisance calls I was getting each day. Recently, however, I have been receiving 2-4 of these recorded telemarketing calls each week---at all hours of the day and night---and find an impersonal canned spiel even MORE annoying than talking to a human being. I am ENRAGED you would consider sanctioning this breach of an act designed to protect consumer privacy.
