I feel these changes are a very bad idea. I find recorded messages to be partiicularly annoying and since I work these messages would clog my answering macine without my having the option to block them. If any changes are needed they are to make the current rules apply to more of the groups that are now exempt and to put more teeth in the penaltys for violations of the do not call list.
