I am opposed to allowing businesses (even ones which I have done business with) the loophole that you are proposing to call me at their convenience with automated messages. I do not even want politicians, non-profit companies etc to have the loophole you have left in the current form. I pay my phone bill for MY use, not theirs. It is an invasion of my privacy to allow them access into my house. When is the FTC going to start looking out for citizens privacy and quit trying to get in the pockets of businesses.
