1 - Many people need to have their phones on at all times for emergencies and yet sleep at odd hours. Any form of telemarketing is an imposition on these people. My husband is in chronic pain and has enormous difficulty getting any sleep. A phone call that disturbs that sleep is a threat to his health. 2 - When I pay for a type of communication (a telephone line or cell phone), only those forms of communication I chose (friends and family and approved businesses) should have access to it. It is a service I pay for, not telemarketers. If the telemarketers want to pay for my phone service, then I will accept their right to use it to contact me. That includes voice mail and answering machines.
