I try to keep my cell phone minutes low, and my cell phone is used for personal business. I don't want to waste my time answering telemarketers junk voicemail. Why you would allow a business to harass people who don't want their business is beyond me. My phone number should be private unless I want to give it out, and I don't. The huge response to the do not call list should make it crystal clear to you that people simply do not want telemarket calls on phones whose time is expensive.
