Comments:
Do not allow any telemarketing calls to cell phones. Require any cell phone company which gives out cell phone numbers to any other party, to (1) refund the consumer's entire cell phone contract, (2) pay a fine to the consumer, and (3) pay for the consumer to acquire a new cell contract and number. Require any telemarketers bent on calling cell phones to have to GIVE a consumer a working cell phone and contract in order to be able to call the consumer. The internet has already been ruined by spam and unwanted pop-ups; don't let the privacy of cell phones get ruined.
