Please do not allow the prerecorded spam messages. I use a phone which serves both business and personal use, and has only limited voice capacity. Adding a potentially unlimited amount of messages to my system would regularly disrupt both personal and business use. Because the FTC does not know and cannot project the capacity of voice mail resources, it would be unwise to open the possibility of causing a disruption. Also, I object to the 30 day period change in wording, which again would allow a telemarketer to use their allotted buffer amount to blitz a recipient over a brief period of time, rather than doing it on a daily rate basis. Again, the FTC does not know and cannot accurately project the amount of voice mail resources, and therefore cannot assure the general public that these resources would not be completely overwhelmed by commerical messages.
