Speaking as an individual home user I do not want any prerecorded commercial messages sent to my cell phone under any circumstances. If I were to be convinced otherwise it would be with my own opt-in choice, not the sender's. No requirement should be neccessary for me to enter a do not call list to keep my phone safe from intrusion.
