Requirement should be "technology that ensures abandonment of no more than one-half (.5) percent of all calls answered by a person, "measured per day per calling campaign". Relaxing this constraint is risking life safety access to telephone use. Further, all such telemarketing calling must be restricted to customers with an "established business relationship" WHO HAVE OPTED IN FOR THE CALLING. NO CALLS SHOULD BE MADE TO "RELATIONSHIP CUSTOMERS" WHO HAVE NOT SPECIFICALLY REQUESTED TO BE INCONSIDERATELY INTERRUPTED AT THE TELEMARKETERS DISCRETION.
