I strongly oppose loosening current restrictions on telemarketing by changing the acceptable rate of abandoned calls or using so-called pre-existing business relationships as a justification for allowing prerecorded calls. The Do Not Call list has worked extremely well and changed millions of consumers' lives for the better - please don't dilute it in any way.
