Regarding the proposed amendment of the Telemarketing Sales Rule to create an additional call abandonment safe harbor to allow telemarketing calls that deliver a prerecorded message to consumers with whom the seller on whose behalf the calls are made has an established business relationship. ***Under no circumstances should pre-recorded messages be allowed to be used for telemarketing to cell phones. I would prefer they not be used for any phones, but particularly cell phones**** There would be no purpose for this type of call other than to sell something.
