I sincerely hope the FTC will NOT adopt this rule change. I do not want my activities to be interrupted by a pre-recorded message. It is extremely annoying to stop what I am doing and answer the phone, only to find a pre-recorded message on the other end. If I want notifications from businesses I frequent, I can usually sign up to receive mailings or emails.
