I live in Canada and only wish we had legislation with as much power to stop annoying telemarketers as your 'do not call' list. Changing it in the way that's been proposed would no only be insane, it would make the list completely useless. The fact that these companies harass you as often as they do at home is a clear indication of their intent. Giving them a way to get around the law you now have in place would be ill advised.
