Comments:
Allowing companies to circumvent the do-not-call list via pre-recorded messages will create problems over the telephone similar to junk mail we get on email. The requirement to 'have already setup a relationship' is not firm enough as companeis get around this with affilates and other creative relationships. This seems like an attempt to find a backdoor around to the do-not-call list. Not a wise idea.
