If I want a service I will seek it out, I do not wish it to seek me out. Proposing this loophole is what I like to call "Authorized Phone Spam", the definition of spam I am talking about is "Unsolicited "junk" email sent to large numbers of people to promote products or services.", replace the word "email" with "phone calls" and you get the applicable definition. I am a college student, an art student that stays up very late, and I put myself on the do-not-call list because I was being woken up almost daily last year by telemarkers. Since then I have not recieved a single call nor do I wish this to change. If this passes I will boycott any companies using this method of marketing.
