Comments:
The definition of "established business relation" (OBR) is very loose and allows great range for abuse. Opening an account with a firm is an OBR. An over the counter purchase hardly qualifies. The proposal is directly an attempt to vitiate the original relation which has been quite successful despite the loopholes contained in the standing version. I register hereby my strong objection to relaxing the reswtrictions of the present regulation.
