I think both proposals are bad. The reason people signed up for the do not call registry is that they do not want unsolicited phone calls either pre-recorded or live. The proposed change negates the purpose of the registry I am also against the second proposed change. To average the amount of calls to 3% over a 30 day period opens a loophole large enough to drive a truck through. Theoretically they can make 100% abandonment calls on as many days as possible and none on the rest to bring the average down to 3%.
