It is abhorent that you would consider creating an additional safe harbor as described. First, Do not Call means exactly that. Second, Space is limited on many answering machines. IF merchants are allowed to leave messages it is entirely possible that the length of the message and the amount of solicitations may impact on the ability of the machine to record other messages. This could easily interfere with necessary messages reching the recipient. In the recent election one citizen had her answering machine filled with phone messages from a candidate that her child could not get word to her of an emergency at the child's school. This is a subterfuge to defeat the Do Not Call Registry and should be discarded.
