I find it rediculous that the FTC would consider allowing recorded telemarketer calling to people already on the do-not-call list. The purpose was to stop harrasment by these people in the privacy of your own home, and this would just open pandora's box. I do not want to receive calls from telemarketers, prerecorded,or otherwise, unless I personally request it. Please do not allow this loophole.
