The point of the do not call registry is for people like myself to not be bothered by "nuisance phone calls'. I define "nuisance phone calls" as anyone who I have not requested a call from, calling me. I am trying to live my life and don't want to be bothered by sales people. Changing the regulations to allow for messages to be left wastes my time. As well, if they are given license to contact my cell phone, I burn up minutes listening to voice mails that I shouldn't be getting. Changing the regulations is a bad idea and it should not be changed. I don't pay taxes to the Government to allow business to interfere with my private life. Telemarketers will just have to settle for those who don't mind the calls.
