There is no need for such an ammendment to the current Telemarketing Rules. The current rules have been only somewhat effective in preventing unwanted and annoying calls...this would only weaken and confuse the current procedures. Instead, we should be working on better enforcement of the laws in effect. Thank You Wyman Whitney
