This proposed change is absolutely assinine. I don't want to be annoyed by a recorded message any more than from a live annoying person. I will have to answer the phone and hang up whether it is a recording or a live annoyer. I specifically signed up to be on the no call list to prevent ANY such annoying calls that disturb my dinner or leisure time. Please do not accept this change.
