The No Call List should be just that...a NO CALL List. Businesses and organizations should be required to follow the rules...not adjust the rules to allow for disobeying the rules. It is time that the laws be kept simpler. If a person requests No Calls, there should be No Calls. After all, a business is certainly not going to gain by disturbing people who don't want to hear from them. One real problems lies in the fact that some people have requested this protection because they work at night. Thus during their sleeping period (which allows the rest of us to work during the daytime) will be repeatedly disturbed by these calls. Do we really want policemen, doctors, nurses, etc. on whom we depend to be sleep deprived?
