I strongly oppose loosening restrictions on telemarketers. FTC's Telemarketing Sales Rule and the Do Not Call list are working well. Please leave them alone. I think FCC rules should be brought into line with the FTC (and not vice-versa) to eliminate any ambiguity in how the government views the invasive practices of telemarketers.
