Enacting this change would be disastrous, subjecting consumers to millions of unwanted calls. Each campaign should be continually held responsible for it's abandoned calls. If a customer is so valued, the telemarketing firm can use a human to make the call, not a machine that plays a pre-recorded message. Telemarketers are rude and a blight on the commercial landscape. As witnessed by the overwhelming response to the DNC list, they need to be regulated strictly and not allowed to run roughshod over consumers. Tight regulation actually helps legitimate firms who truly care about their customers by limiting the actions of irresponsible telemarketers. Loosening the restrictions would imperil legitimate firms.
