I oppose any loosening of existing call abandonment restrictions. Prerecorded messages are the worst and most offensive type of telemarketing, even those from organizations that I have an existing relationship with, and abandoned calls are irritating and senselessly disruptive. Prerecorded messages are limited, one-sided communications which do not give the consumer an opportunity to gain additional information about the subject matter. I experience enough of this through other (passive) advertising media. I do not want my telephone used as an active delivery system for these types of messages. Abandoned calls are disruptive to my private life, and irritating to the point that I frequently don't answer my phone until I hear a voice leaving a message on my answering machine. I can only imagine how much worse the situation would become if telemarketing companies were allowed a higher percentage of these calls.
