It is strongly urged that the request for loosening the restrictions imposed on telemarketers NOT be loosened. It has been the custom, for centuries, in both social and commercial contact that the solicitor request permission before proceeding, and the presumption should be that the solicitee has "opted out" and his permission to "opt in"should be sought.
