I would be very opposed to loosening restrictions on pre-recorded calling, even from companies from which I have "pre-existing relationship." I find all such calls to be annoying and invasive, expecially when they wake me up. The pre-recorded calls are even more annoying because I can't tell the person at the other end to leave me alone (and if in the early morning, I can't tell them how rude they are).
