I am very opposed to this change. The FTC and FCC do very little as it is to protect citizens from intrusive and predatory telemarketeers. The excessively and overly broad interpretation of what constitutes a pre existing business relationship, coupled with this proposed rule change will open the floodgates to even more annoying, unwanted calls. The do not call registry has been a moderate success, why change the rules to castrate it. Instead, the FTC should be looking at ways to further control and curb these phone marketing parasites.
