Please do not alter the rules of the recently inacted Do -Not -Call act to permit prerecorded messages unlimited access to my home phone. My home phone has become such an annoyance due to the constant solicitations and pre-recorded messages that I no longer answer it. I always leave the phone machine on and frequently have to unplug the phone line. The constant solicitations have disrupted my quiet enjoyment of my home and if I didn't need a land line, I would eliminate having a home phone altogether. Only a consumer driven "opt-in" plan would merit consideration. Advertisers like the media have gone to far, they are a plague on consumers and should back off. Look at the degree of consumer debt in this country!
