I have gone to great length to have my home number UNlisted, so far as to using a secondary installed number as the primary house phone and my LISTED number as data-only. On my secondary number and on my PRIVATE number (I have 3 phone numbers) I continue to receive unsolicited calls. After receiving calls from the SAME person/company many times (identified by caller ID), I will take the call and request that they do not call anymore and they STILL continue! I think that any new loopholes to allow these calls to continue is legislation that caters to business, not to people. I don't know of anyone who WANTS these calls, only people who are more willing to tolerate them. The practice as a whole should be banned. Much like SPAM and junk mail, I will not knowingly do business with anyone who employs telemarketing tactics and I have, in the past, terminated business relations with companies for the same reason. The NO COALL list doesn't keep them from calling now, so making the legislation SOFTER would be foolish.
