Please do not allow companies to fill my answering machine with pre-recorded spam. Before the "Do Not Call" registry my machine had two or three of these per day, now I have none. If you allow these companies to gut this law in this way I will probably be unable to find my real messages amongst the junk. If you feel you must allow these home invaders to destroy the "Do Not Call" registry in this way, at least make it an "opt in" rather than an "opt out" so that you do not shift the burden onto the American public to individually call every telemarketer on the planet to tell them to go away.
